Non-supervisory position in the Human Resources (HR) Department.
This position performs routine functions of the Human Resources (HR) Department, with an emphasis on benefits administration.
The employee manages employee data, provides internal customer service, works closely with vendors and third-party administrators, and supports the overall offerings and obligations of the department.

Essential Functions:
? Maintains HRIS database, employee files, records, documentation and forms.
Ensures integrity and confidentiality.
? Coordinates daily benefits processing.
Manages employee enrollments, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, COBRA, QDROs, QMCSOs, distributions, loans, hardships and compliance testing.
? Designs and distributes materials for benefits orientations, open enrollment and summary plan descriptions.
Provides training and staff support.
Develops communication tools to enhance understanding of the company's benefits package.
? Serves as contact for benefit plan vendors and third-party administrators.
Negotiates plan options and rates.
Coordinates transfer of data to external contacts for services, premiums and plan administration.
Processes monthly billings.
? Ensures compliance with applicable government regulations.
Ensures timeliness and accuracy of required reporting and fees.
Documents and maintains administrative procedures for assigned benefits processes.
? Analyzes current benefits, evaluating employee satisfaction, use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs, and makes recommendations for improvement.
? Assists in payroll functions, including processing, addressing employee questions, remedying processing errors, and managing garnishments.
? Participates in talent acquisition process, including employee recruitment and orientation.
Coordinates new-hire activities, including scheduling of interviews.
? Assists with agency onboarding and training curriculums.
Maintains records for mandatory and all-staff training.
Coordinates annual training and all-staff meetings.
Assists with the planning and delivery of learning and development programs.
? Develops and oversees employee recognition programs and events.
Participates in and/or leads committees and/or workgroups designed to promote employee morale or address agency needs.
Plans and executes and/or assist with special events, including agency functions, committee events and wellness programs.
? Administers paperwork and other transactions related to termination of employees, including termination paperwork and HRIS-related activities.
? Performs related work as required.
Qualifications:
? Bachelor's degree in human resource management or related field, and three to five years of related benefits or employee benefits administration experience.
SHRM-CP or SHRM-SCP and CEBS professional designations preferred.
? Computer proficiency and technical aptitude, including Microsoft products.
Experience with HRIS systems.
? Excellent interpersonal, negotiation, and conflict resolution skills.
Proven ability to work effectively in a team environment.
? Proven experience in project management.
? Strong analytical skills.
? Effective planning and priority setting.
Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
? Knowledge of pertinent federal and state regulations, and filing and compliance requirements, affecting employee benefits programs, including the ACA, COBRA, FMLA, ADA, Section 125, workers' compensation, Medicare, and Social Security and DOL requirements.
? Ability to act with integrity, professionalism, and confidentiality.
