Management position in the Administrative Division.
This position leads and directs the routine functions of the Human Resources (HR) Department, including hiring staff, administering compensation and benefits, ensuring training goals are achieved, and enforcing company policy and procedure.
This employee serves as a member of the Senior Management team and is charged with developing and implementing strategies that ensure current and future talent needs are achieved in order to meet organizational goals and objectives.

30pm, with on-call responsibilities.
Essential Functions:
? Responsible for the supervision of staff, which could include an HR Generalist and/or support staff.
Oversees the daily workflow of the department.
? Collaborates with other department leads and key employees throughout the organization.
Responsible for creating and maintaining relationships with Finance personnel for the execution of the HRIS system, benefits and payroll administration.
? Manages the talent acquisition process, including recruitment, interviewing, and hiring and orientation of qualified job applicants.
Collaborates with departmental managers to understand skills and competencies required for openings.
Maintains current catalog of job descriptions.
? Administers employee compensation by conducting market research when new positions are created, considering compensation strategies and total compensation for non-union employees to ensure competitive approach.
? Administers employee benefits, including group health, dental, vision, life insurance, flexible spending plan and retirement plans.
Develops and implements benefit materials, employee education programs and Open Enrollment programs and procedures.
Analyzes trends.
Researches and proposes programs to ensure the organization attracts and retains top talent.
Serves as relationship manager with benefit vendors.
? Maintains compliance with federal, state, and local employment laws and regulations, and best practices.
Reviews and updates policies and procedures accordingly.
Oversees process related to reasonable accommodations, including light duty and return to work.
? Ensures adequacy in quantity of workforce, managing processes associated with Short-Term Disability, Workers' Compensation, and Family Medical Leave Act.
Oversees return-to-work planning and light- duty.
Assists with organization's risk management strategies and oversees employee Incident Reporting.
? Responsible for ensuring data integrity in the Human Resource Information System (HRIS).
Maintains up-to-date knowledge on system optimization and creating department efficiencies.
? Develops and manages organization's onboarding and training curriculums.
Maintains records for mandatory and all-staff training, and partners with departmental managers for the creation, implementation and record-keeping of department-specific content.
Creates learning and development programs and initiatives that provide internal development opportunities and succession planning.
? Oversees employee performance.
Implements annual performance management process and integration to individual development and learning plans.
? Coordinates and attends investigations, disciplinary meetings and terminations.
Ensures application of organizational policy and assists with and/or completes related documentation.
? Assists Executive Director in actions associated with the Collective Bargaining Unit.
? Develops and oversees employee recognition programs and events.
Engages in strategic activity to promote employee morale.
? Participates in annual budgeting process to ensure proper planning for wages, benefits, and special programs.
? Maintains and updates Employee Handbook as operations and regulations change.
Ensures education and compliance with policies across the organization.
? Performs work of subordinate staff during an absence.
? Participates in employee events and training initiatives, including those associated with the Safety Committee.
? Performs related work as required.
Qualifications:
? Bachelor's degree in Human Resources, Business Administration, or related field required.
A minimum of three years of human resource management experience preferred.
SHRM-CP or SHRM-SCP highly desired.
? Proficiency in computer programs, including Microsoft Office programs.
Ability to develop proficiency in agency HRIS system.
? Excellent verbal and written communication skills.
? Excellent interpersonal, negotiation, and conflict resolution skills.
? Ability to act with integrity, professionalism, and confidentiality.
? Thorough knowledge of employment-related laws and regulations.
Job Type:
Full-time Pay:
$65,000.

The check will bounce and the victim is left responsible.
