Summary:
The Locate Clerk is responsible for locating absent parents and acquiring and maintaining the most accurate information possible using all available resources.
These resources include employer verifications, postal verifications, contact via telephone, mail, and/or internet of employers, social security administration, county, state, and federal prisons, credit agencies, and any other prospective information source available.
If proper procedures are followed and executed correctly, these steps will aid in the eventual establishment, enforcement, and collection of support orders.
The following applies to all employees of the Domestic Relations Section serving the 23rd Judicial District of Pennsylvania:
Employees must assist in maintaining high program performance standards through efficient work practices, and by active engagement in process improvement and training, which occasionally requires travel.
Employees must diligently maintain a safe and secure working environment for employees and the public through compliance with all safety and security procedures.
POSITION
Responsibilities:
Essential Functions Generates, reviews, processes, and distributes the Employment Verification Questionnaire, ensuring that all information entered in PACSES is correct.
Performs employment verification through an internet-based system to obtain, confirm and update necessary employment information.
Processes all provided tip information that is submitted and completes all necessary steps to confirm all information provided.
Processes address verifications by sending to the Postmaster for verification and updating address information as received.
Conducts Locate appointments with clients to gather information to aid in locating the absent parent.
Performs all necessary research to obtain address and employment information for the defendant.
Reviews data integrity lists of cases eligible for closure monthly.
Prepares and sends closure letters and follows up with the closure as necessary.
Completes monthly reports as assigned.
Utilizes the PACSES computer system to review automated mail alerts associated with the interfaces received and the locate action required to confirm all information received.
Processes and reviews all returned wage attachment information and sends information requests to defendants to confirm new employment and any changes in employment status.
MINIMUM EDUCATION AND
Experience:
High school diploma or G.
E.
D.
certification from a recognized issuing agency, and two (2) years of general office experience, or any combination of education and experience which provides the required knowledge, skills, and abilities.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
Ability to perform multiple clerical functions, including processing, accurate data entry, filing, and copying.
Ability to use independent judgment and decision-making skills in the disposition of problems.
Skill in the use of computer software, such as Microsoft Word and Excel, and the ability to learn the state-wide child support computer system.
Skill in organization and time management.
Ability to communicate effectively both orally and in writing.
Ability to type at a rate of 47 words per minute with 85% accuracy.
Ability to understand and carry out oral and written directions.
Ability to maintain cooperative working relationships with team members, attorneys, and other court personnel.
Ability to handle stress.
Physical presence in the office is required.
PHYSICAL DEMANDS:
Sitting and typing for extended periods of time is commonplace with the advent of personal computers and electronic means of correspondence.
Articulating keyboards with attached mouse pads are used to alleviate some of the stress on the hand and back muscles.
Screen glare guards or modernized low glare CRTs are used to reduce eye strain.
WORKING ENVIRONMENT:
The office conditions are typical for an office environment with the occasional climate control system discomfort.
The stress of using a computer, especially the stress on the hand and back muscles can be problematic when performed for extended periods of time.
